In 2014, with the support of the Council of Europe “Developing the Capacity of the High School of Justice” Project was implemented, which was financed by the Ministry of Foreign Trade and Development Cooperation of the Netherlands.

Project - “Developing the Capacity of the High School of Justice” included the following areas:

  • Assessment of the needs of the High School of Justice and elaboration of the Strategic Development Plan for the years 2014-2018;
  • Introducing the senior management of the High School of Justice to the Dutch model of Judicial Training;
  • Elaboration and introduction of training curriculum on the results-oriented management for court managers.

The process of the assessment of the needs of the High School of Justice was carried out with the participation of European and Georgian experts. On the basis of the results obtained, Strategic Development Plan of the High School of Justice for the years 2014-2018 was developed. The document includes three major areas:

  1. Quality Training Delivery  ;
  2. Organizational development;
  3. Enhancement of Internal and External Communications.

In order to share the experience of foreign countries, under the project, a study visit was conducted for delegation composed of the School’s management and members of the Independent Council of the School to the Kingdom of Netherlands, where working meetings were held at Judicial Training Center. Within the scope of the visit, the delegation members have thoroughly studied the main areas of the activities of the Judicial Training Center of the Kingdom of Netherlands.

In the scope of the Project, with the participation of European and Georgian experts, curriculum was developed on the results-oriented management, which includes important issues related to the performance of professional activities for court managers and other persons holding senior positions in the judiciary. Training of Trainers was conducted based on the curriculum developed, under which three officials of judicial system nominated by the High School of Justice were trained as trainers. In the future, trainers will conduct in-service trainings for sitting officials by using the aforesaid curriculum.

The Council of Europe, as an initiator and supporter of the establishment of the High School of Justice, also pays significant attention to the training process of judicial candidates. Generally, under 10-month training program for Judicial Candidates, with the support of the Council of Europe, a study visit of groups of Judicial Candidates is organized to Strasbourg, France. Within the framework of the visit, judicial candidates are thoroughly introduced to recent decisions of the European Court of Human Rights against Georgia and the existing case law, activities of the Institutions and Bodies of the Council of Europe.
