On September 28 and 29, the High School of Justice organized training on “Problematic Issues of Administrative Proceedings” for assistants to judges at Batumi Regional Education Center.
The training was conducted by Tea Dzimistarashvili – Judge at the Chamber of Administrative Cases of Tbilisi Court of Appeals.
The training was conducted by using the video conference system. Two groups from Batumi Regional Education Center of the HSoJ and the House of Justice participated in the training.
Within the framework of the training participants discussed the following issues: third persons in administrative proceedings; suspension of an appealed individual administrative act; scope of the discretionary authority of an administrative body; proportionality between public and private interests; issue of amending the claim in the field of administrative law and difference between civil and administrative contracts.
14 assistants to judges participated in the training from Tbilisi Court of Appeals, Tbilisi, Batumi, Poti City Courts and Khelvachauri Regional Court at Batumi Regional Education Center and 8 assistants to judges from Rustavi, Mtskheta, Gori, Bolnisi, Tetritskaro, Sighnagi and Khashuri Regional Courts.
The training is envisaged by the Training Program 2015 for Sitting Judges and other Court Staff.
